Strong Points: Very good size, speed and body control. Long arms that allow him to play taller than he measures. Mismatch in the red zone. Strong hands and adjusts to the ball very well. Excellent production last season. Run-after-catch threat.

Weak Points: Very raw. Lacks precision as route runner. Better athlete than wide receiver. Inconsistent route runner when he isn't the primary. Inconsistent blocking effort. Misses open areas in zone.

The Way We See It: Fulgham had by far his best season in 2018 with 63 receptions for 1,083 yards and 9 touchdowns. Right now he is a great athlete with very good WR traits but raw. There is no consistency with his route running, be it vs. man or zone coverage. He rounds his cuts, doesn't know how to set up defenders and doesn't show a quick burst to separate. The tools are there to do it; he just doesn't know how. Regardless of Fulgham's natural talent, he will probably need a year on the practice squad to develop. Interviews will be important so that coaches can find out his understanding of offense. A late pick with upside.
