Carter has signed his exclusive-rights free agent tender that will pay him $715,000 in 2013.||||||| Carter played in a career-high 15 games last season and tied for the team lead with a dozen pass breakups. He also scored touchdowns on a fumble return and on an interception return.

The New England Patriots signed Carter off the practice squad Saturday and released defensive back Chevis Jackson.||||||| Carter has been on the practice squad since September. He was released by the Denver Broncos near the end of the exhibition season.
