The Colts’ personnel philosophy revolves around developing the talent they bring in, not needing to reach outside their organization to cherry-pick the free-agent crop. When you draft like the Colts, it’s easy to do. 2007 aside, each class features at least one player regarded among the NFL’s best at his position. The scouting department deserves almost as much praise as the coaches for Indy’s success.
