The NFL and NFL Referees Association came to an agreement regarding one key issue on Wednesday, but negotiations continue.

According to NFL Network’s Albert Breer, the two sides agreed to create a developmental program for the addition of 21 officials. These officials will be mentored by existing crews and will not work games, at first, as they develop to reach the proper standards to be NFL officials.

The two sides wanted more qualified officials available to work games in case other officials cannot work.

Sticking points remain regarding the pensions for the referees. Per Breer’s report, the NFLRA offered a shorter-term grandfathering under the old pension plan, but the owners declined.

Judy Battista of the New York Times reported Tuesday evening that the owners “were dug in and resistant to more compromise.”
