Saints QB Drew Brees will not sign his franchise tender and report to training camp without a long-term deal in place.

According to ESPN’s Chris Mortensen, Brees has no plans to report to Saints camp if a deal is not in place by the Monday, 4 p.m. ET deadline.

The Saints put the franchise tag on Brees, which is worth $16.371 million for the 2012 season. Per the ESPN report, the Saints have offered Brees a contract averaging $19.25 million a year. Peyton Manning’s deal with Denver is worth $19.2 million a year.

Brees is reportedly seeking $20.5 million per year. He recently won a grievance, which would make a franchise tag in 2013 worth a pay raise of 44 percent. If Brees were to play the next two years under the franchise tag, he would earn close to $40 million.

CBS Sports’ Larry Holder reported that the Saints have not heard from Brees’ agent, Tom Condon, since an early June offer to make Brees the highest-paid player in the NFL.

Brees threw for an NFL record 5,476 yards last season, including 46 touchdowns. He won the Super Bowl with New Orleans following the 2009 season.
