The NFL said Monday that arbitrator Stephen Burbank has ruled he does have jurisdiction over Packers DE Anthony Hargrove, who's appealing an eight-game suspension.

Last week, Burbank withheld a decision on jurisdiction on the NFL's ability to discipline Hargrove in connection with the Saints' pay-for-performance scandal. 

Burbank ruled June 4 that the NFL had the ability to discipline Saints LB Jonathan Vilma, Saints DE Will Smith and Browns LB Scott Fujita.
