The NFL awarded 32 compensatory picks to 15 teams on Monday for the upcoming draft. The Raiders were the only team to receive a third-round pick, the highest possible compensatory pick.

Compensatory draft picks are awarded to teams, up to a maximum of four, for the net loss of compensatory free agents from the previous year.

The NFL uses a formula based on salary, playing time and postseason honors to determine compensatory free agents.

The Falcons, Chargers and Bills will each receive a compensatory pick even though they did not suffer a net loss last year. The compensatory free agents those teams lost were ranked higher than the ones they signed. The Rams and Colts received the two additional picks to bring the number of compensatory picks to 32. That is based on the 2012 draft order.

Compensatory picks cannot be traded.

The Raiders received third-, fourth- and fifth-round compensatory picks. Oakland previously did not hold a draft spot in the first three rounds. They lost CB Nnamdi Asomugha, OG Robert Gallery, QB Bruce Gradkowski and TE Zach Miller in free agency last offseason.

The Ravens, Giants and Cowboys all received a fourth-round pick while the Packers and Vikings were each awarded two fourth-rounders.

The Browns, Packers and Jets each received four compensatory picks.

The Colts, who have the No. 1 overall pick in the draft, also will make the final selection of the weekend.
