The Redskins have shown signs, sources say, that they plan to re-sign TE Fred Davis, despite his four-game suspension after testing positive for a banned substance to end last season. They could use either the franchise or transition tags on him to ensure his return and keep him from hitting the open market, but it is unclear if that is the direction the team would head. One interesting insurance policy is Chris Cooley. Although he has a hearty rehab assignment ahead of him with the knee injury that ended his season, team sources believe he has the work ethic to return healthy. But the Redskins would love both to be back to give the new starting quarterback two good options in the passing game. Davis' bouts with immaturity and irresponsibility are causes for concern, but team sources say he has made strides in these departments. The team could opt to bring in a third tight end to push No. 3 Logan Paulsen, but it likely would not be a high draft pick or a pricy free agent.
