The NFL announced the 2011 compensatory draft picks for April's NFL draft, and the team with the No. 1 pick, the Panthers, received the most with three.

Compensatory picks have been awarded since 1994. Each year, 32 are given out at the ends of Round Three through Seven. The picks are given to teams based on the net loss of free agents up to a maximum of four. Compensatory free agents are determined by a formula based on salary, playing time and postseason honors.

A total of 21 compensatory picks were awarded based on the above-mentioned formula. By rule, 11 extra choices were awarded to the end of the seventh round so the compensatory picks equal the number of teams, 32. Those 11 picks are given based on the 2011 draft order.

The Panthers, who lost DE Julius Peppers in free agency, got the highest compensatory pick with the 97th overall selection, which is the last pick of the third round.

The Patriots, who have nine picks already in the draft, including three of the first 33, did not receive a compensatory selection. Joining the Patriots in not getting a compensatory pick are the Jets, Bears, Steelers, Colts, Jaguars, Lions, Rams and Falcons.
