A meeting with Texans owner Bob McNair, who advocated Houston LB Brian Cushing's claim that a special medical condition had been responsible for his positive test for banned substance hCG, was not enough to convince NFL commissioner Roger Goodell to reduce Cushing's four-game suspension.

Cushing was suspended for violating the league's policy against performance-enhancing drugs. The reigning PFW/PFWA Rookie of the Year recently claimed that "overtrained athlete syndrome" led to his positive test. McNair met with Goodell in New York two weeks ago in an attempt to reduce the suspension.

The NFL said it found "no basis for changing the decision."
