Nine restricted free agents remain unsigned, based on official notification having been given to the league office by last Friday.

The list features some heavy hitters, players who could hold some leverage by refusing to report unless they are offered long-term contracts. With a potential lockout looming after the 2010 season, players want to gain some long-term security.

"I'm going to be patient, be calm and control what I can control," Buccaneers OLT Donald Penn told PewterReport.com. "Everything that's going on right now is out of my control. If we had a new [Collective Bargaining Agreement], I would never have been in this position."

The only team with more than one unsigned RFA is San Diego, which has three — WR Vincent Jackson, OLT Marcus McNeill and OLB Shawne Merriman.

Former Saints OLT Jammal Brown had been on the list of unsigned RFAs, but he signed his tender late Friday before being traded to Washington.

Here is a list of the nine unsigned RFAs:

Green Bay SS Atari Bigby
Kansas City FS Jarrad Page
Miami RB Ronnie Brown
New England OG Logan Mankins
San Diego WR Vincent Jackson
San Diego OT Marcus McNeill
San Diego OLB Shawne Merriman
Tampa Bay OT Donald Penn
Washington CB Carlos Rogers
