The Raiders will tender CB Stanford Routt at the highest level, according to a Scout.com report.

If Oakland does so, a team would have to give up a first- and third-round pick to sign Routt, who started one game last season.

Routt would make $3.268 million under the one-year tender in 2010. The 26-year-old made 29 tackles last season, but he hasn't made an interception since the ’07 season, when he made three of his four career picks.

Oakland's decision to use the highest tender on Routt would come as a surprise to observers around the league. The Raiders would likely have been able to retain Routt with a lower tender.
