The Chargers will offer the highest possible contract tenders to restricted free agents OLB Shawne Merriman and WRs Vincent Jackson and Malcom Floyd, according to the San Diego Union-Tribune.

The tenders would require a team to give up first- and third-round picks if it signed any of the players away from the Bolts.

Merriman wasn't thought to be in San Diego's future plans prior to the 2009 season, but with the lack of a new CBA making him an RFA, the Chargers will likely keep him for at least one more year. The one-year deal would pay him roughly $3.3 million.

After he broke out in '09 with 68 catches for 1,167 yards and nine touchdowns, the Bolts would like to get a long-term contract worked out with the 27-year-old Jackson. If they don't strike a deal before the season, though, his one-year tender would pay him $3.27 million.

Floyd became a starter midway through the '09 campaign and performed well, finishing with 45 grabs for 776 yards and one score. If he doesn't agree to long-term deal, he'd make $3.17 million on a one-year tender.
