Buccaneers GM Mark Dominik prepared the team's fans for the potential disappointment that will come when the Bucs are not major players for the top available players when free agency begins March 5. He announced that Tampa Bay will focus mostly on the draft to build the club this offseason and will not use franchise or transition tags on any of its own free agents. Dominik said ownership had not told him he couldn't go after a top free agent, but that he thinks the best way to build the team is through the draft, where the Bucs will have five of the first 99 picks. While their attention is on this year's class of rookies, adding some lower-tier free agents is still something the Bucs will consider and, as he showed last season by dealing second- and fifth-round picks for TE Kellen Winslow, Dominik isn't afraid to make a swap if he finds a player he wants who is available.
