The following quotes are from NFL scouts, coaches and front-office personnel, speaking on the condition of anonymity.

• "(Bills owner) Ralph Wilson wanted to bring greater visibility to the organization. That was the motivation behind the Terrell Owens signing. … What they overlooked was all the headaches that he is going to bring. He's a locker-room lawyer who will always put himself before the team. You don't win with guys like that."

• "(The Eagles) will find a way to use Michael (Vick) on the field. He is an electric talent even if he is not at quarterback. They did not need to work him out. Even if he has lost a step, he is still faster than 98 percent of the league."

• "The Ravens' defense does not look like it's going to miss a beat without Rex Ryan. (New defensive coordinator) Greg Mattison has been around the block now. He is one helluva football coach."

• "You would be shocked how many players in the NFL do not do anything to help themselves. Mike Vick said it in his press conference — his biggest regret is not taking full advantage of his abilities. Guys that prepare have a much better chance. … If there is one organization that can handle all the hoopla around it, it is Philadelphia. It won't faze them. You have to wonder where Donovan (McNabb) is at with (the decision), regardless of what he is saying (publicly). How is he going to feel when the fans are clamoring for Vick? You know that is coming. That city will boo anyone when they are not happy - they did it when he was drafted. The chemistry dynamics will be really interesting to watch."

• "What I still don't know about the 49ers is if they have the horses up front on both sides of the ball to be a good football team. It all starts up front."

• "(Bengals president) Mike Brown is an introvert. He's a behind-the-scenes guy. He's never in front of the cameras. He just quietly goes about his business. He does not get enough credit. He's good at what he does."

• "(Colts OLT) Tony Ugoh shut it down his first season and he has never been the same. He has left tackle feet and athletic ability — from a physical standpoint, he has it all. What he will never be is tough, and even at the most finesse position on the line, you still need to be tough at our level."

• "How you think Josh McDaniels feels about getting rid of Jay Cutler right now (after Kyle Orton tossed three interceptions in the preseason opener against San Francisco)? (Chris) Simms will be their starter. Just watch."

• "Critics can throw stones all they want at (former Chiefs GM Carl) Peterson — but he did two things extremely well. He grew the business, in terms of marketing and sales and overall operations. And he made the owner a lot of money. What was most important to Lamar Hunt, he did very well. (Peterson) just lost too much sight of the football team through the years — and I'm not excusing it — but when you evaluate general managers, you have to take into consideration what is most important to ownership, what they are asked to do and how they need to spend their time."

• "The Texans' defense looks like it will be a lot better already. (Brian) Cushing needs to stay healthy, but he'll give DeMeco Ryans the help he has not had. (CB) Glover Quin has looked good. Connor Barwin can bring the speed that they have not had opposite Mario (Williams) on third downs. The biggest concern is Amobi Okoye's health."
